Mounting issue.

So last night I went ahead and tried to mount my siren speaker in the lower grill of the bumper and found that the speaker was to big to be mounted near the fog lights. I found the bumper impact bar ( I believe) had holes in it but I didn't see where the other side of the whole went to. So I thought about self-tapping screws but I wanted to make sure I wouldn't be drilling into a no-no spot. any ideas, or other suggestions would be appreciated.

P.S. I really don't want to take the bumper cover off if I don't have to.
 
Its really not a big deal if you drill into the reinforcement, if your just throwing in a few self tappers i dont see that doing any harm to anything really. Those holes that you cant see were they go too there just deep access holes that lead to the bolts that hold on the reinforcement.
