97 TC HID issue

I purchased the hi/lo kit for a customer and co worker of mine and installed resistors but its still "locked" on hi beam and the halogen won't illuminate. Low beams work great...

Got it figured out, had to Repin the plug for 9007 as it was set up for 9004

They turned out really well. It needs relays, or resistors, because switching from lo to hi, the entire dash flickers...

What are those good for?

Better visibility, and since the TC has non fluted lenses, so it has a cleaner cutoff line.
