Part identification help - '92 Lincoln Cont.

Can some tell me what is the square electrical device just to the left of the wiper motor as you look into the engine compartment? What is its purpose? It seems to be attached to the wiper motor itself. Is it the wiper park control module? Also, what is the function of the wiper control module under the dash board? My wipers are in the "Lincoln Salute" position - vertical- when in the off position. Wiper motor is only 10 months old. Wipers work fine in all positions except when I turn them off. I suspect the little black electrical device to the left of the wiper motor is the culprit.
