90 Mark VII LSC SE getting a title in IL

Hey Guys I ran across a 90 Mark VII LSC SE in a dealers clearance lot with a price reduced clearance tag. I stopped in to get a price since the air suspension was gone in the car. The salesperson told me they couldn't get a title for the car not even a salvage title after trying to obtain a title for the vehicle. She said they probably wouldn't try to get a title again for the vehicle and would just let the car sit on the lot. Car is Black with very very little rust and Black leather interior that needs some work. Anyone have any ideas bout how to get a title cause I would love to have this car.

auto repair shop or such"dealer" can file for a mechanics lean on the vin# with the state where the car was left. after 30 days and a storage bill and or repair bill owed to prev owner the state will send cert letter to that owner to claim veh in 72 hours for some "?" listed price,,, whatever the dealer says is owed for services/storage. after no claim is made the state will award a new title to the agent/person who filed on the veh. The City dept of public works should have a copy of all procedures on hand for filing for abandon veh/mechanics lean!

That's what I was thinking also and since the dealor can't find the last legal owner I'm guessing thats why. Guessing I could try to track the last owner thru the Vin# and anyone got carfax?
