Or does this price include the balast and 'bulb' ?

I am wanting to swap out my factory halogens for a set of factory HID lights.

I would guess that the headlamps listed on that site are just for the headlamp housing and not for the bulbs and ballasts also. I've got a thread going that is geard towards the same thing that your trying to do, check it out Here (http://www.lincolnvscadillac.com/showthread.php?t=43375)

Yes the lamps listed on the the site will come with HID bulbs and ballast. See diagram below.
