its the fuse that releases your shifter and emergency flashers and I think brake lights, but those two for sure, also my radio don't work and when the car is off my radio makes a cracking sound threw the speakers like it wants to go on,but like I said my key is off, maybe my radio has a short causing my no.11 fuse to burn out, also my battery sparks when I put on the cables??something shorting out ???>HELP

Probably frayed wire some where. Batteries usually spark when you put the cables on.

Is this the fuse that goes to the cig lighter? I have this problem when using a cell phone charger in my 93.

Probably frayed wire some where.

That is pretty common on the mark 8's.

Open the trunk.. look near the drivers side trunk hinge..
you'll see the wire harness for the rear lights.

Betcha, those wires have gotten cut by the the carpet for the trunk.
The wires move when you open and close the trunk and they fray on the backing of the trunk carpet.

you should see 2-3,5 cut or frayed wires in that location.

hope this helps
