best performance chip or programmer

Hey guys I'm new to the LVC but would like imput on the best chip or programmer and where to get it.I have a 1998 black lsc with ram air i made,this is my 4th mark so I'm a old hand at air system repair blend door repair ect.Your help would be greatly appreciated.

Torrie at Fast parts network did my tuning with the SCT X-Cal 2. It drives like a completely different car. I love it.

So many choices so little cash, I have heard the best are x-cal2,LMS,superchips, and rhinehart.

I used Lonnie at BOC on both of my cars and he knows what he's doing, but nothing will beat a dyno tune.

Geno has a good chip LMS and a great price, Torrie offers a 4 program chip for a Gen I.

LMS or Blue Oval Chips, Lonnie and Geno are both good guys.

For an OBDII car, does the snipertuning software require a dynotune.

For me I was thinking about going with Xcal2 through lonnie, since he has a Mark VIII himself and knows what hes doing.
