so i ordered new rotors and pads for my 2000 Lincoln Ls bare with me cause my neighbors doing the install.. he got the old pads and rotors off the rear but when he tried to compress the caliper with a C clamp to install the new ones it wouldn't move... are they binding or is he missing something?

yes - there are a lot of thread on this.

You have to 'screw' the piston into caliper - the rears have an integrated parking brake.

You can by a tool set from harborfreight for $20 or CAREFULLY use pliers...

make sure to line up the notches in the piston top with where there are to begin with.

I had the same problem just yesterday! If you look exactly in the middle of the caliper there is a peice in directly in the middle with 2 notches you can use some needle nose pliers to turn it. It is a pain but, it's the only way to do it. The tool that is required cost 15 dollars and there is no need to buy one if you can use what you have. It will probably take about 3 or 4 minutes just to turn it eventually will turn and decompress. Anymore questions just let me know. Good luck.

No problem. I just replaced my rear calipers and brake pads yesterday though. What a pain in the arse those calipers are though.
