Ford PCM reprogram

My 96 has a sticker underneath the hood saying Ford reprogrammed the PCM in 1999 and that it is CARB legal. Any idea what they did?

simply reflashed it for an update. nothing special.

Mine has the same sticker. It was just a reprogram, due to a TSB.

What was the TSB for?

probably an ODB II issue perhaps. since it was for CARB
