The "clock spring" is the airbag contact switch assy in the strg wheel that controls the air bag and all the switches mounted on the strg wheel. When the controls work intermittantly then the usual culpret is tthe contact assy or "clock spring"

Or when you disconnect the Rack and Pinion from the Steering shaft, and you give the steering wheel a good spin... :D
