It is the clock spring assembly for the LS. If I remember correctly, that white plug doesn't go to anything. Of course, it has been quite sometime since I replaced my clock spring.

this is the bottom view of the sterring wheel, it was suppose to be pluged in where its circled

When I replaced the clockspring on my MarkVII the replacement had an extra connector similar to the one you show for the LS. I did not use it and everything controled by the clockspring functions as it should. Good luck
