This specific link will allow you to put a VIN number in the search, and tell you wether or not the car was registered in a county declared as a flood disaster area by FEMA.

The car I was looking at came up with this.

Flood Advisor: Vehicle registered in a county declared a flood disaster area by the Federal Emergency Management Agency (FEMA).

If you still need a carfax report, have the person you are buying the car from get it for you. If they are interested in selling the car, they will run one for you. If not WALK AWAY, or use your credit card. CARFAX is worth the money! Trust me!
