Wheels Won't Hold Seal

The chrome-plated OEM wheels on my 2000 Deville keep losing their seal in winter (I'm in Cleveland, OH). My dealer tells me this is so common that they purchased a sophisticated lathe-type machine that resurfaces the wheel edges. Cadillac won't stand behind the problem unless it shows up before 25,000 miles, which is about the time it starts. They say it's due to oxidation between the tire and aluminum rim. I think it also is due to the chrome (in my case) delaminating. I saw a thread on this subject last year, but I'm new to this forum and would appreciate some guidance. I'm considering getting after-market chrome-plated STEEL wheels. What do you think?

There is a black liquid rubberlike substance that you can brush onto the bead surface of the wheel after the corrosion is removed with a wire wheel/brush. Have you tried that?

The dealer put the black liquid on when they remounted the tire late last winter. It held up until this January. All 4 wheels have experienced this , and I'm on my second go-around.
