Measuring from the bottom lip of the rim {6 oclock position} straight up to the fender lip should be 24.5-25 inches as measured on Tiffany's bone stock, stock ride height 94 mark 8.
Measuring from the bottom lip of the rim to the fender lip removed tire height and tire pressure from the equation.
A performance chip on a 93-95 Mark 8 goes into the back of the PCM in a port that is called the "J-3" connector/port.
Hope this helps

The 96's are located in the same place, but on the 96 cars they are ODBII and sometimes the Jport is disabled.
Your tuner/chip supplier should be able advise you in this aspect.
The location of the Jport is on the backside of the PCM, the end closest to the firewall.
