Overhead instrument panel repair question

Request:

Looking for recommendation to resolve head panel upholstery.





Background:

See first picture of the existing head panel removed from my car. The previous owner had torn the fabric out. Subsequently, the padding dried and deteriorated. Constantly rainning fine dust of debris.

I removed the old stuff from my car and replaced with the near new headliner and back quarter panels I found in a 1989 Mark VII LSC. The instrument panel had been removed by some slice and dice hack.

My intent was to remove the fabric from the '89 and put on my '86.


Problem:

Glue will not adhere to the padding on the '86 because of its deteriorated condition.

The '89 panel is broken in the center, so there is no support.



Has anyone dealt with this situation and if so, how did you resolve it?

That is not padding, it is old glue. You must remove all of the old glue for the new fabric to stick.
