New MKVIII owner.

HI, I recently purchased a base model 96 MKVIII. Its Opal opalescent, with light graphite interior.

I have a problem I hope someone can help with. The lady who previously owned it, had an overheating problem last december. The repair place had it for 2-1/2 months, but coudln't fix the problem. They just rigged it. I've pretty much got it back to normal, but now the car wont' start. I think the repair place had this problem, thats why they did some wire rigging. If I jumper the fuel pump relay it will start and run. I swapped relays, but no help. I replaced the VCRM and the main pcm. Still no help. If someone with a 96, would hook up a multimeter to the Gray/red stripe wire on the ECT sensor, turn the ign switch to on, and tell me how much voltage you are seeing, I would appreciate it. I did this on the ect sensor, and also to pin 10 of the VCRM connector. I believe pin 10 is the fuel pump signal from the pcm to the vcrm. I'm only seeing .08 volts. I need to know if this is normal. Thanks in advance for any help.

Thanks guys. I have the 1996 MKVII service and evtm manuals, but they don't say how much voltage is on the engine sensor system. It seems the sensor voltage comes from the oxygen sensors. I installed 4 new sensors, but still have the same problems. I just know its going to be something stupid.

Did you check the Air pressure in the tires?

Frogman, the way these systems are integrated, it wouldn't suprise me. I have the 1996 Ford Powertrain & Emission Diagnostic manual on the way. Maybe it will tell me in there.

Would someone take a monent and check this voltage. All you have to do is remove the ect sensor connector, and insert a small wire or paper clip into the Gray/red stripe wire terminal. Then connect the positive lead of a digital multimeter. Connect the neg lead to the negative post on the battery. Turn the ignition switch to on/run and tell me what your meter says.
