train horn noise from front end

i have 98 cont that makes a train horn like noise (not real loud) when i turn the wheel to the right at 40 mph and above.
i also have a slight rubbing noise almost a grinding from the front end not really loud but i can feel it very lightly in the steering wheel.
could it be a bearing or some suspension part? has anyone else come across this?

Power steering fluid could be leaking. Check under the car for any leaks. Also check the power steering resevoir to make sure the correct amount is in there. IMHO This is where I would start at.
