Torque Convertor

What are signs of a torque convertor going bad? I can be driving in the city at a set speed and when I let off the gas there is a slip. It seems to happen between 30-40mph. Also at times while on the highway when going for a passing gear above 65mph the tranny will not down shift into 3rd and a loud humming noise is heard. There has been new mercon V put in the tranny less than 10K miles ago.
