You can do it in 2 different ways. You could wire up a relay that when the high beam is on that the low beam comes on/stays on as well. Or you can simply put a diode inbetween the low/high beam wires that when the low beam is on the high beam stays off, but when the high beam comes on the low beam stays on. With the diode it allows the current to flow in only one direction....hence the low beams are on, but not the high when the headlight switch is in the low beam position, but the low beam is on when the highbeam is actuated.
