Dim low beams

my low beams are very dim.Found they are getting 9.5 volts with both lights on, 10.5 volts with one unplugged, and 12 volts with both unplugged.Is this a relay problem or resistance in a wire somewhere?? If it's a relay,where is it? High beams are normal.
