98 seville STS fog bulb replace?????

Im trying to replace the bulb in my fog light, anyone knoe how to get to it?

Remove the splash shield from under the front of the car. Reach up behind the fog, and turn the bulb out.

I cant find any information on this. My dash shows this error in the OBD, but what does it mean? What is the fix?
