'78 cadillac brakes

I have a 1978 cadillac sedan deville with 425ci 4 barrell carb, it was bought from a elderly woman that said the brakes went out and almost ran it into a fence. Upon buying this car for 600.00, I found out the brakes work but you really have to mash down on them to stop. It has a full pedal but the pedal doesn't move a whole lot. And there is a hissing sound from under the dash, I first thought vacuum lines but after looking the hissing is coming from around were the rod from the brake pedal enters the firewall and booster. Is there a seal in that area that can be replaced or is there anything else to check, or does that sound like a bad brake booster?
