what is this in the overhead compartment?

its velcroed in the compartment i always wondered what it is.

its supposed to hold one of those small tissue packs that come in plastic wrap. you can get em at a drug store or multipacks at grocery stores. Mine like yours and most other folks i'd assume are empty.
