the moon roof is suppose to open all the way up or just incline a little?

Um, all the way. It either open up in vent mode or you can retract it to slide under the roof. If you retract it, there are two positions of 85% open and 96% open.

hmm is there some special technique to this? Its either busted or I'm doing it wrong.

Or its nor OEM. Its possible its after-market. All you do it press the back off the rocker button to open, front of rocker to close or open to vent.

I just test drove it and this is my first mark tried opening the moon roof and it just popped up didnt roll open. Gonna give it another go on friday when I and if I buy it.

you push button one way and it will pop up, push it the other way it will close and push the other way again and it will slide back hope that makes sense.

Just brought home a test drive '96 VIII with a moon roof. Press the front of the rocker switch to close and then raise the moon roof to vent position (the rear pops up). Press the back of the switch to close from vent and then continue to open it "normally".
Of course, then Mark I'm looking at doesn't have a positive close stop on the moon roof any longer so I have to "jog it" into a fully cosed position. It's also racked a bit meaning that one side is about a 3/16" higher than the other. I soak tested it close and didn't detach any leaks inside which is good. I am not sure I want another car with a gaping hole in the roof (had a '78 BMS 320i with a manual sun roof ... bad memories).
You should probably test your potential Mark for leaks as well. Note the interior smell... if it musty then...

good tips yeah i think its solid but for sure ill look into that.
