2000 TC Blower inop

my 2000 TC had a bad conection in the bloer wiring harness right where it goes into the motor housing, so I replaced it 2 months ago.
Now the blower doesn't work on any speed. I have 12 volts at the black wire but NO ground at the orange /blk strip wire. Checked fuses,relays and even replaced the blower speed controller per Ford as it supposedly controls the ground circuit. No luck.
If I ground the orange /blk striped wire to the motor it works but only on high and runs full speed when the key is on.
Anyone know if a self diagnois is available?
Any advice on where I could find wiring diagrams for this?
