Rust pockets building up in trunk

I recently noticed that the upper part of the rear bumper that is covered by the trunk lid has a few orangy rust pockets building up. My 99 Eldorado is white, so they stick out.

What should I do about that? If I scrape them off that will damage the paint, but I don't want the problem to start spreading.
