i was in park and i reved my engine and it started like stuttering, so i took my car to the dealer and he said it has an rev limiter or something that like stops my enging from blowing when i rev it. is this true or my spark plugs are mis firing.

You have a rev limiter, right around 3000 rpm in park

can that be removed?

The LS has a rev limiter at around 3,000 rpm in Park or Neutral, or when the wheels are spinning (say, when you're on ice).
A good tuner can probably disable that limiter, but why?

seriously why do you need to rev it above 3K in park? inquiring minds want to know....

i dunno, lol.
can you rev higher then 3k in nuetral..? i've never tried. sometimes its nice to hear that engine roar when idleing.
