wheel well shields

Has anyone removed the shields around the wheels inside the wheel well?

I have had 20's on for a few months almost a year and all of a sudden they started rubbing inside the front wheel well in the front of the wheel, they say there isnt anything wrong with my susspension or anything so I was wondering if it could just be removed.

Also do you need windshield wiper fluid to pass inspections in PA

Well after some small talk I was also going to ask if it would alow more air into the compartment or alow it to escape.

The washer fluid is something on the lines of wieght, pluss the canister is right behind the shield.
