rear end wobble

Any suggestions as to what is the cause of this...

When crawling along in tarffic at about 10-14mph, the rear of the car seems to wobble from side to side, like it has a buckled wheel or something. Any faster or slower and the problem goes.

I tried lifting the rear of the car off the ground and putting it in drive, nothing looked unusal, except the drivers rear wheel started getting slower & slower, as if the brake was dragging very slightly.

Any ideas anyone? i can only think of a warped brake rotor.
