neon tail lamp

My neon tail lamp is "flickering" does that mean the inverter is going out or too much moisture is inside?

Probably the inverter. On the red tail, are there any black or dark spots?

There is a black streak going across the tail lamp but no big black spots at all...

The black streak is likely moisture that is ruining your lamp...
