The first thing that we need is for "moderate" people, of all religions, races, and creeds, especially overbroad, outside of the USA, to be able to call a safe number, to report terrorist activities. The number has to be guaranteed safe, presumably by an International Organization.

Bad idea...We would have terrorist, kids, and @ssholes reporting in fake terrorist activites that would dilute our resources into investigating real threats.

Second, laws need to particularly state, in EVERY country on the planet, that any person that accepts money from the estate of a suicide bomber, or any other terrorist, given to them because of terrorist activities, is an equal co-conspirator, and subject to the same penalties as the perpetrator, either life in prison, or death.
