strange sound from up front

I have been hearing an intermitent swishing sound for 6 months coming from "up front." It now occurs all the time and is a bit louder, a constant chirping or swishing corresponding to car speed, not engine speed.

I'm guessing some kind of bearing or the odometer cable.
Any suggestions of how to identify or fix it?
