Bad clockspring?

OK, so a friend of mine has a Gen2 mark VIII, and his cruise control, horn, cruise buttons, and cruise lights (on the wheel) don't work.

Seems to me his clockspring is fuxored, since the clockspring routes every single one of those functions.

Uh, I was just looking for a second opinion to confirm my suspicions, but after he admitted to having these problems just after removing his steering wheel, it became obvious. Clockspring is being replaced.
