speedometer problem on lincoln 1988

when stating the car speedometer dosen't read zero. It goes up and down. Then when you raise rpm while car is in park speedometer goes to zero and when open door and light comes on speedometer goes up and down. When headlights are turned on speedometer goes to 85 mph. miles say error. This is a digital cluster bezel instruments.

Could be a couple things. Clean the connections in the cluster, and make sure the orange ground in the drivers kickpanel is in good shape. That should do it.

i cleaned cluster. only ground i could find is near the eec VI

There is an orange ground in the driverside kickpanel. It's a common issue. Also, the computer is an EEC IV.
