windshhield wipers parking

Hi--
My 95 TC wipers will not park in the down position-- they park in the up position. Is the problem the motor or the switch? Please help--

Mine on my MarkVIII was doing the same thing, replaced the motor, works just fine now. A whole new driving experience with the wipers down.
