Clean Rust off?

What is the best way to clean rust off of the rotors. My car has some on all the rotors. It makes a nice noise.

Sand paper.......use like 220 or higher so as not to scratch the surface of the rotors....or just simply purchase new ones.....

Steel Wool has worked for me, a coarse grade would probably do the job.
