Use Mothers/Aluminum/Chrome Polish it works wonders, you can but it at wal-mart for $3.99 a can.

Polish should help, I have one polish it's called "Simply Z Best Car Wax", I bought it at LA auto show couple of years ago, I put it once in a while (once in 3 months) on my rims and it removes all of the black spots, I wash my car twice a week though, so they don't get dirty that much.

As Maxmk8 said, try some good polish and it will come off.
