Heat Problems

The black shell that is set behind the dash on pass side where the actuator,blower motor,and heator core is sitting on whats it called? the tech is charging $400.in labor and another $400. on the part.does this sound right?I POSTED A THREAD LATE LAST NIGHT ON "GOT HEAT" PLEASE HELP IT IS COLD OUT THERE thanks
