Passanger seat belt alarm and rear doors unlock

I have a 2004 Town Car and was told by the dealer that the passanger seat no longer gives an alarm if the passanger does not buckle his seat belt. Is this true ? My 2003 had alarms on both front seats. Also the rear doors do not unlock when the key is turned off and removed from the car leaving the passengers locked in the car is this also a new feature of the 2004 ?
