My 93 Town Car will not shift out of park unless you move the key to about mid position. If you turn switch completely on, it will not come out of park...If you put the selector in park while using the vehicle, you have to shut it down, put the key lock in mid position to get it out of park...any suggestions...

It can be one of 2 things. There was a problem with the shift tube assembly. The outer case cracks and makes it hard to shift. It always bends the shaft that is inside of the tube and you will need new bushings.

The other item could be the ignition cylinder itself.
My last items is the grear that turns with cylinder to engage the shifter tube I mentioned above.
